Andrew Ng, a renowned computer scientist, voiced concerns that the bill’s creation of liabilities over speculative risks might foster fear and hinder technological progress. “By creating liabilities for speculative risks, we are stoking fear and making it harder to innovate,” Ng stated. Meta’s product manager, Arun Rao, described the proposal as “unworkable” and warned that it could end open-source AI development in California.
